History: Not much is actively known about the odd, googly-eyed pony that shows up in the background. It is known, though, that she gained the nickname "Ditzy Doo" for flying the wrong way during Winter Wrap-Up, flying north when the migrating birds went south. In the time since Twilight Sparkle's arrival, she's randomly shown up and usually causes a mess of things, not only flying the wrong way again during Winter Wrap-Up, but dropping objects on a paranoid Twilight while helping with moving.
When Twilight went mad with worry realizing she was going to miss writing a letter to Princess Celestia, she accidentally caused a mess of trouble, affecting everyone. When Celestia fixed the problem, Derpy was one of those restored, stopping herself from wrestling with the mayor. She attended Nightmare Night dressed as a paper bag (or, well, wearing a bunch of paper bags), accidentally ruining Applejack's apple bobbing game when she drained the tub of water. She also appeared at the Hearth's Warming Eve pagent, but was quickly shooed away from the stage (which probably meant that the poor girl wasn't part of the crew and she got herself turned around again). She caused a lot of trouble, however, when she ended up wrecking Town Hall just trying to put up a banner for Applejack, who was going into the Equestrian Rodeo, leading to pony telling them that she'd use the money to fix the damage. It, inadvertenly, causes Applejack to panic when she doesn't win. On the other hand, she was present in Rainbow Dash's attempt to funnel water up to Cloudsdale and didn't screw up. Her last known appearances were at the wedding of Princess Cadence and Shining Armor and at Princess Twilight's coronation.
What does she do beyond all of those? Who knows? That's left up to speculation, really...
Personality: Derpy's personality is an odd one to actively get down due to her sporatic appearances. What we do know though is this: Derpy is something of a scatterbrained individual, getting herself into trouble more than she doesn't. She genuinely wants to help out, but most of the time, she just causes trouble (re: dropping furnature and other objects while helping a moving company and flying in the wrong direction twice in a row for Winter Wrap-Up), though she can get it right when pointed in the right direction (the tornado). Despite her googly eyes, she's not an idiot and she isn't retarded. She realizes that she has done wrong, just that she doesn't know what exactly sometimes. One interesting trait she holds is that even if she's put down, she's incredibly quick to get right back up. She's shown getting really chewed out by Rainbow Dash for her troubles accidentally wrecking Town Hall, yet she's shown to quickly recover from it all, cheering Applejack on mere moments later.
Despite her scatterbrainness, she is quite helpful, being shown to be a mail carrier, mover, a dependable pegasus when the call comes in, even if these moments tend to blow up in her face in various ways. She's also something of an active pony, participating in various events in various manners (such as participating in Winter Wrap-Up, "dressing up" for Nightmare Night, etc.)
(It's hard to actively figure out what the pony can do and how she is, as she's nothing more than a cameo pony, so, this is the best I can do)
Strengths: Very dependable, willing to help out, tends to hold a LOT of jobs
Weaknesses: Scatterbrained, prone to destroy things by accident
Possessions: Usually with a mailbag as she is a mailpony

Third Person: To many in Ponyville, it seemed that things were always changing and it was something of a frightening thing. The arrival of numerous mysterious ponies and other creatures, the sudden arrival of beings unknown and known to them and the magazine that just keeps pushing them out also building feelings of worry and doubt within others. It's hard to say how others would react now.
However, for Derpy, that doesn't seem to be the problem. Somehow, our favorite little derpy pony has missed the memo, note, e-mail, marked self-addressed envelope, newspaper article, TV news report and royal proclamation about it all and has gone on her way as if nothing's wrong. With another load of mail set up for her, Derpy's off on her way, delivering mail wherever she goes...
Of course, that's easier said than done - she's spent a few minutes stuck in a mailbox due to flying too fast... "Oops. My bad." Derpy uttered, trying to get herself unstuck. Thankfully, she did so before the owner of said mailbox got really angry. "Sorry, I guess I went a bit too fast. I'm fine!" she said, reaching over to put the mail in again and close the door to the mailbox. "And your mailbox is fine, too!" ...before the door opened again and the box tipped over. "...sorry. I... I just don't know what went wrong!" Honestly! She had no idea she was going THAT fast!
